look at this gallery - there are a lot of pictures with similar effects. the tag name of the gallery - zoom - refers to the way they are made: you need to 'zoom' during the exposure, and for that you obviously need a bit longer exposure time.
the usual result is a lot of really crappy pictures, but from time to time you can also get the real beautiful ones too. try :))
look also at this one - you could combine zooming with all kind of shake-ups and rotations. the rate of crap is sky-rocketing, but when you get the one which is *right*, it is *very right* :))
