A man examines a World War II Russian T-38 tank lifted from the Neva River outside St. Petersburg, Russia, Friday, Feb. 18, 2005. The light amphibian tank, sunk during World War II on the battlefield, was discovered only recently. After restoration, the tank will be placed in the memorial dedicated to the lifting of the Leningrad blockade to celebrate the 60th anniversary of the victory over Nazi Germany.

Как сообщает интернет, танк был найден ещё летом прошлого года. Почему его нужно было поднимать именно сейчас, в середине довольно суровой зимы, кто-нибудь знает? Просто для того, чтобы выставить что-нибудь "из новенького" к празднику? Или есть другие смыслы?

since USSR collapsed, there are millions people which are ethnically and/or culturally Russians, but they never lived in Russia or even never visited Russia - they are (ex-)habitants of some other 14 ex-Soviet countries

to manage with the identification problem, the label "Russian-speaking" came somehow in use, and it helps a lot, although many people find it ugly
