you'll be laughing, but i don't remember why it was made so law (and it's a switch). i remember there was a reason for doing that, but it is not by now completely erased from my memory.
it's one of the two switches which turns on/ff the staircase light.
Um, had it been a switch to turn on the light in the upper room, it could have made sense, but for the stairs...
Maybe was it for the family car...
Or even better, maybe was it cleverly put so low, so that people could turn it on and off using their foot, thus avoiding to bend and hurt their back, in order to reach such a low switch =))
